The speech delivered by the Chinese Ambassador in Bucharest, His Excellency Mr Chen Feng, during the Meetings of Minds conference on “China’s foreign policy and pragmatic cooperation between China and Romania” organized on 12th of May at the premises of the embassy clarified what are the main pillars of China’s foreign policy and the current state of China’s relations with Romania.
As a brief overview of the Chinese economy, China’s GDP grew to 19.63 trillion USD in 2025, China removed all restrictions regarding access to markets and FDI, cooperation within Belt and Road Initiative expanded around the world, China-Europe Express Trains have had 120,000 trips so far and carried goods of more than 490 billion USD, and China will continue to encourage mutual beneficial cooperation, will offer the world the dividends of its hyper scale market, will lead the global trend of openness and cooperation, will counter the trend of decoupling and will cooperate with all countries to overcome difficulties, to share opportunities and to strive for shared development.
Ambassador Chen Feng called the US “the biggest economy,” and China “the biggest economy under development”, and reminded the audience that the way in which the two countries manage their bilateral relations has major consequences upon the future of the world. He clarified once again China’s view on “the two shores of Taiwan Strait” and reminded that President Xi Jinping, in his capacity of secretary general of the CPC, had a political meeting in Beijing with a delegation of the Kuomintang led by Mr Zheng Li-wen, a major event that reflects the evolution of the relations between the two sides, during which Xi Jinping underscored that “the great trend of rejuvenation the Chinese nation and the general tendency of compatriots on both sides of the Strait getting closer, edging nearer and becoming united will not change”.
China and the EU are “comprehensive strategic partners and this relation has global influence. China considers Europe a major force to preserve international order in a multipolar world, and a key partner for China’s modernization”, said Ambassador Chen Feng. “We hope to work together with Europe to promote mutual respect, to seek shared interests despite differences, to strive to open new horizons between China and Europe, to become trues partners in supporting multilateralism”. 2025 marked the 50th anniversary since the diplomatic relations were established. Bilateral trade exceeded 1,000 billion USD, more than 2 million Europeans visited China without visas, European leaders made trips to China, and new cooperation agreements were signed.
War is a concern for China because it affects supply chains and transportation of goods and services around the world. President Xi Jinping formulated four proposals for peace and stability in the Middle East, and, together with Pakistan, had a 5-point initiative to stop war and initiate dialog in the Middle East and the Gulf region, and encouraged dialog in the Ukraine crisis. In a turbulent international environment, “peace and development are the shared expectation of most countries, while multilateral cooperation is the foundation, and China pragmatically and constructively participates in international affairs, promotes appropriate management of divergences and differences through dialog and supports cooperation as the main tool to respond to the shared challenges that the world is facing”, said Ambassador Chen Feng.
China and Romania have had a long and strong friendship, irrespective of the international circumstances and domestic evolutions, the bilateral relations have been maintained stable, cooperation yielded significant results, China and Romania have supported each other on issues regarding sovereignty, security and territorial integrity and China appreciated Romania’s commitment to One China Principle. “China is open to strengthen mutual trust, pragmatic cooperation, to promote the comprehensive partnership of friendship and cooperation to new horizons”, underscored Ambassador Chen Feng. China wants to be not only the factory of the world but also the market of the world, and welcomes, therefore, the Romanian products and the participation of the Romanian companies in fairs and exhibitions to explore new opportunities. On the other hand, Chinese companies actively contribute to the development of the renewables in Romania, the joint projects exceeded 1 gigawatt photovoltaic capacity installed in Romania, more and more Romanians started to visit China as a result of the removal of visas, and China wishes to expand cooperation in culture, tourism, civil aviation, education and sports. The Belt and Road Initiative and China-Central and Eastern Europe mechanism may also serve as platform for further cooperation, as China hopes to see a “more promising future in 2026” for the Chinese-Romanian relations.
